Mapping Measurement to Theory in Policy Evolution: A Case of Net Metering Policies of the United States
This study introduces a text-based measure of policy evolution, capturing change in depth, width, and symmetry or text. Analysis of net-metering laws across 32 states reveals widespread policy patching and packaging dynamics.
